Executive Director

Tim Jones

Executive Director Tim Jones, Genesee County 9-1-1 Authority, was appointed to his current position by the Genesee County 9-1-1 Consortium General membership on October 1, 2021, and has been with the Consortium since March 28, 2016.

Tim currently serves as the 9-1-1 representative to the Genesee County Med Control Authority, the Genesee County Fire Chiefs Association, and the Genesee County Police Chiefs Association.

Tim is the Treasurer for the Michigan Chapter of NENA (National Emergency Number Association) since 2017 and is the Co-Chair of the State of Michigan Radio Encryption Workgroup since 2019 and is the current President for the MCDA (Michigan Communications Directors Association).

Tim retired from Law Enforcement in March 2015 after 34 years of service with the Flint Twp. Police Department, as Commander of Field Operations, Special Services.

Tim graduated from the Federal Bureau Investigation National Academy (F.B.I.N.A.) Session 210, in September 2002 and he also obtained a bachelor degree from Baker College in Leadership in Public Safety in November 2008. He has over 30 years of management experience.

Deputy Director

Dave Plumb

Deputy Director David Plumb, Genesee County 9-1-1 Authority, was appointed to his current position by the Genesee County 9-1-1 Consortium General membership on January 1, 2022. Dave previously worked for the Consortium from July of 2005 until February of 2019 working in the capacity of Telecommunicator, Certified Training Officer, Supervisor and finally as Operations Manager.

Between his times working for Genesee County 9-1-1 Authority, Dave worked within the state of Michigan helping 9-1-1 centers transition from legacy copper phone lines to fiber optic lines. Dave also helped train dispatchers across the state in text to 9-1-1 technology.

Dave has been the 2nd Vice President of the Michigan Association of Public-Safety Communications Officials (APCO) since 2022. Dave serves on the State of Michigan 911 Training Subcommittee (NTS), Michigan APCO Training and Awards Committee as well as the APCO International Training, Awards and Professional Standards Committee. Dave is a member of the Michigan Chapter of NENA (National Emergency Number Association) and the MCDA (Michigan Communications Directors Association) since 2022 as well as a member of the Genesee County Association of Fire Chiefs since 2014.

Dave is also the Fire Chief for the Swartz Creek Area Fire Department, a department he has been with for the past 32 years. Dave is also a State of Michigan Certified Fire Instructor and Fire Inspector.

Dave graduated from the NENA Center Manager Certification Program in 2017. He is a Communications Unit Leader (COML) and is recognized as NENA Emergency Number Professional (ENP). He obtained his APCO Registered Public Safety Leader Certification in 2024. Dave graduated with High Honor from Mott Community College and obtained a Associates Degree in Business Management in 2021. He has over 25 years of management experience.
